CBLD was founded by Ms Elizabeth Chan and was established in April 2007 in Singapore with a vision to be the leader in competency-based learning and development. Over the last 14 years, CBLD has established itself to be a leader and front runner in the area of competency-based learning and development, which includes development of competency frameworks, competency standards, competency-based training and assessment programs, and competency based Human Resource systems. Ms Elizabeth Chan, Founder and Chief Executive Officer is recognized as a pioneer in this field for her involvement with Government Agencies in developing and implementing the National Skills Recognition System and the Singapore Workforce Skills Qualifications Frameworks for close to 50 different industries.
CBLD was an approved training organization by the Skillsfuture Singapore (previously known as the Singapore Workforce Development Agency), under the Ministry of Education for the Adult Education, Environmental Services, Human Resource, and Service Excellence Skills Frameworks from 2007 to March 2021. It was also an approved training organization by Agency for Integrated Care, under the Ministry of Health for its Caregiver programs from 2014 to March 2021. CBLD has trained and certified more than 50,000 individuals with national certifications and qualifications.
In 2018, CBLD also established another wholly owned subsidiary, CBLD Manpower Consultancy in Singapore with the purpose of supplying skilled manpower, including domestic workers to Singapore and international market. It draws support from its parent company, CBLD to provide the necessary training to upskill and prepare workers for employment and to supply workers from countries such as Indonesia, India, Philippines and Myanmar for overseas employment to places such as Europe, Asia-Pacific, Canada and Middle East regions.
Under the able guidance of Ms Elizabeth Chan, CBLD is set to continue and take its solutions, services and training programs par excellence to the local and international market. Besides offering our expertise in development and implementation of competency framework and learning and development programs, CBLD is also ready to offer competency-based training programs in sectors of adult education, human resource, including workplace learning and development, tourism, caregiver, food & beverage, environmental services, train-the-trainer programs, just to name a few. These programs can be offered through classroom, e-learning, franchising and/or licensing models. It also aims to collaborate with potential partners in the supply of skilled workers for international market. Elizabeth is an excellent trainer with her extensive knowledge in the subject matter. Conduct Competency Based Interviews and Make Hiring Decisions
I enrolled myself as a learner for the Conduct Competency-Based Interviews and Make Hiring Decisions program as I would like to gain theoretical exposure to Talent Acquisition and Management. I have had minimal experience planning and conducting interviews but after attending the course, I have a clear understanding of how a competency or behavioral-based interviews are conducted. I also learnt that there are factors and circumstances that can impact or influence selection/interview methods (i.e. skills frameworks, Tripartite guidelines, principles of responsible hiring). I think these are useful and advanced skills that any HR personnel should have.
